Unable to update Credential on URI when credential policy is set to other user

Description

Steps to reproduce:

  • Admin 1 creates a repository and sets the initial credential for a remote URI
  • Admin 2 needs to update that credential after Admin 1 goes to burning man and renounces tech
  • Clicking "Update Credential" results in a 500 response (You Shall Not Pass) instead of a dropdown or policy dialog.

Workaround:

  • Admin 2 can click "Remove Credential" first.
