I'm not sure how it's called, but in PhpStorm these are called gutter icons (on the right side blue/yellow icons):
I can see these in Google Chrome on Windows/Linux, but can't see them on Google Chrome v59.0.3071.104 on macOS 10.12.5.

My guess though is the Mac your using is a laptop without a mouse. We didn't display the bar on "touch" interfaces, which MacOS + Trackpad registers as.

I can't do that too often, because it's a production environment after all. But next time I'll try to replicate issues on this (where I file this bug report) Phabricator instance as well.

Exactly the case. Maybe you can reference tasks here where this feature was added/removed?
It was restricted as a prototype for testing, I don't believe there was an originating task, maybe T8250. If you liked it, let us know!
