The KeyboardShortcutManager is not aware that Quicksand exists. One example is:

• View a revision (/D123).
• Navigate elsewhere (not a revision).
• Press ?.

Expected: do not see revision-specific keystrokes.
Actual: see revision-specific keystrokes. The original page's keystrokes have "stuck" across the navigation.
