Comment text areas lost the green highlight when a file is dropped into them in the recent comment update

Description

To reproduce:

  • Drag a file into a comment box to upload it.
  • In old UIs (Conpherence, Differential) the box highlights green to provide a hint that it's going to do what you want.
  • In new UIs (Maniphest) it does not.

Probably some CSS rule just didn't make it across.
