Although we can force the free tier to specific hosts, those hosts will become heterogeneous anyway if anyone ever upgrades. It's also demonstrably possible to move instances between shards, just kind of a pain right now (T11670).

I'm just going to launch some new empty shards, open them to allocations, and let the free instances naturally allocate there until we see how much of a problem we're making for ourselves.
