It's frustrating that in order to show inline comments to other people you have to submit an empty comment below the mock. This seems a little confusing since people don't necessarily use the comment box below the mock and assume that "Save draft" on an inline comment modal is sufficient enough to publish the inline comment in question.

I can see inline comments being treated just like a regular comment, not entirely sure why they are nested inside of a regular comment.
