Scenario

• You're a company working on a product for another customer.
• Customer wants to contribute & see your tickets.
• You need to track time & notes on the ticket/task, but this information is for internal audit.
• Client still can see the commit history, but duration of task is not outlined.

Request

• Somehow, through some mechanism, limit who is allowed to see peoples phrequent time tracked & notes.
• Allow some kind of PM or mechanism to assign people allowed to view tracked time.

Benefit

• This feature would allow more small organizations to make phabricator an appealing product for referencing time tracked on projects for billable hours.
