How to make new translation the default one for all users

Details

I installed Phabricator and added a Simplified Chinese Translation.
I can set the translation for my account, but I don't find the option to make it the default translation for all other users.

How can I do this?

With admin rights you should also see Global Default Settings in addition to Personal Account Settings when clicking on the wrench icon at the top right.
