Who is "task creator" in your example here? Is that a real Phabricator user (if so, yes, that is the default). If "task creator" is just some random person over email, no they need a Phabricator account at this time. There is an upcoming "help desk" product called Nuance that we are planning to build which will allow some interactions directly over email without an account.
