Do daemons, which have "not reported its status recently" cause "Daemons and Web Have Different Config"?

I have several daemons which are logged under /daemon/ as This daemon has not reported its status recently. It may have exited uncleanly. I also have a /config/issue/daemons.need-restarting/ (Daemons and Web Have Different Config) message. I wonder whether the two might be related.

Can daemons which are down (i.e. not reporting status anymore) cause the need-restarting message?

From experience gathered during the last days: Yes, daemons which are technically down, but which were shutdown uncleanly (i.e. Phabricator shows them as not-reporting-for-duty), can cause this message.
