i can't find this configuration in my phabricator

This is custom code.

Originally I've developed it in https://github.com/aik099/phabricator/tree/T6142-jira-transitions-support , but after a Phabricator update I had to change a lot based on a code, that never existed at time I've created a fork and I was forced to change code right in master branch of my fork. If you know Phabricator code you can easily backport only these changes to your fork. If you don't, then your best bet would be to using my fork as-as. Keep in mind, that you might need to use also forked versions of arcanist and libphutil.
