I think the refund thing is existing, yes. It's possibly like:

1. Add a merchant manager to your personal payment account.
2. Then maybe they get a "refund" action on the cart?
3. Which works?

But step (1) is silly. If this works, this is all just the larger issue in Phortune discussed in that 5-paragraph comment about view/edit/merchant policies.
