Summary

Ref T12298. Two minor daemon improvements:

  • Make the "waiting" message reflect hibernation.
  • Don't trigger a reload right after launching.
Test Plan
  • Read "waiting" message.
  • Ran "bin/phd start", didn't see an immediate SIGHUP in the log.
