Summary

Currently, only owners of tasks can edit them by default. It also make sense if author could also edit it...

Test Plan

Set up a new Phabricator server, created 2 users, one of the users owned task from the other one, author can edit its task as expected.

We don't want to give authors permanent authority over tasks. For example, on this install, authors may be random members of the public. If they report a security issue, we might want to lock the task down and prevent them from opening it back up.
