We have an instance request to set up `feed.http-hooks`.
We could either put this in the admin console for instance administrators (although it would be nice to have a more general tool) or build a blanket edit UI for staff. In the long run, doing these on a case-by-case basis is probably safer and better, although it's more work upfront.
