When I'm not logged into a Phabricator instance (it was at phabricator.haskell.org), clicking on the small arrow to the right of a comment (where the menu containing the "Quote" option appears) simply doesn't work. It would be better to get a small reminder to log in, as I didn't realize I was logged out and was very confused by the behavior (or lack thereof).
