The use case here is managers wanting to know about all the stuff for a given project even if it isn't CC'd explicitly.
There are other ways to do this (cc it explicitly, herald rules) but they're a lot of work and it doesn't seem unreasonable to have a checkbox for this in email prefs.
This mostly applies to Maniphest right now but gets more useful after T2628.
