I can't install the Releeph application on our install. If I navigate to `/applications/view/PhabricatorApplicationReleeph/` and click on "Install" then I am presented with a confirmation modal. Once I click on the "Install" button on the modal, I am returned to the `/applications/view/PhabricatorApplicationReleeph/` page, but the Releeph application is not installed. There are no related errors in the PHP error logs.
