Likely, the JX.Scrollable handle (although it is not visible) is eating the clicks? Repro:
- Visit a page like <https://secure.phabricator.com/tag/arcanist/> with enough tags to generate a scrollbar.
- Try to interact with the scrollbar by using the mouse.
