Upstreaming from http://fab.wmflabs.org/T101 as this was requested twice by people used to Bugzilla which provides this functionality.
Currently, "Depends on/Blocks" is not available on /maniphest/task/create/ and must be edited later in a second step which some consider cumbersome.
