When "arc diff --create" is executed against several local commits, create one diff for each local commit. It can be enabled with an command option or just set as default. Several engineers (including Girish an me) think the local commits are useful in code review. We may also do similar thing in "arc diff --update" to make it add extra local commit**s**.
