We continually get requests to offering more options on the /emailpreferences/ settings page for users. People want to individually adjust what Phabricator sends them onsite and we should offer a gigantic Switchboard of checkboxes that will let them do just that. For each notification/email story that we'd send, offer a checkbox if they want to be notified over email / on site / neither / only if (herald-like options).
