At least on my monitor, it's nearly impossible to see the very faint blue background behind the preamble in Legalpad now:

Although the text also has a bit of a margin around it, that isn't a strong distinguisher for me because, e.g., L28 has many body sections with lists and other ragged left margins, so it isn't a sharp distinction.
I'd like to see this section separated more clearly, so it's very obvious which sections of the document are advisory discussion (the preamble) and which sections are legally binding (the document).
Maybe something like:
- Darken the background substantially?
- Put a divider line between the preamble and body text?
- Provide separate large "Preamble" and "Document" headers?
