Trying to keep this as actionable/simple as possible. Basic idea is the "Action" select just toggles visibility on hidden items. This allows showing multiple actions that are able to be taken on a comment box. We'd then, if a row is visible, disable the corresponding item in the "Action" select. I think this is mostly a Maniphest thing, as most other cases looking around aren't super compelling. Could easy test it there and add to other places as it makes sense.

Re-working the Remarkup Box to be smaller, yet provide more information/options/ cleaner UI.
