Is this not the meaning of "Accept" in your environment? If not, what does "Accept" mean to you? When do reviewers "Accept" code which is not suitable to publish in its current form?

Maybe not exactly related but we'd love this feature for harbormaster build status page.
FWIW this exact set of reproduction steps no longer works. However, an Owners package set to generate an audit, but without any members, will be unclosable as well.

Ah, so clicking the button will add the page to the menu? I didn't realize that. A star is fine.
its not about star being used for favorites so much as being used as an 'action' menu.
I'd expect a "gear" (a la gmail) or something similar. Pressing the star would make me think I'm flagging the current page in some way,
