Show Submit button once a comment has been added to a revision

Description

After using Phabricator for a while, some members of my team suggested that it would be helpful if a "Submit" button appeared as soon as a comment was added to a revision, to allow them to quickly submit without having to scroll to the bottom of the page.

This isn't a particularly serious problem; turning on comment panel haunting is a reasonable workaround. But I can see how having a smaller, less intrusive Submit button automatically appear would be a bit nicer.

The short answer is, we're not likely to (directly) take design feedback as tasks. I've been meaning to write up some documentation for it in "Feature Requests", so I'll see that happens soon. The main problem is since design feedback is subjective and arguable, it's a cost burden we're not able to afford. We'll open up feedback at individual points (like Phriction v3, Projects v3, 2015-Redesign) and these will be windows for gathering thoughts from the community.

Thank you—that makes total sense. I'll track any feedback I hear from folks but will hold off on sending it your way until an appropriate feedback window opens up.

This is part infrastructure challenged (T7013) and upstream preference (prefer comments be well thought out). So the friction plays a part in what kind of feedback we expect from a review.
