Description

These little widgets are useful for logged out homepages to direct users to specific spots (documentation, bug filing, source download, registration, etc).

I was just filling near identical task... well here it is, copied verbatim:

After D14120 Action panels are very pretty and veeery attractive, especially for placing Actionable items in them. And where actionable items would best be if not in dashboards? Those could ease up onboarding and directing users to right places.

For example many installs use text screen to write introduction and provide general desired flow for new and existing users.

This is for example Wikimedia phabricator (apologies to Wikimedia Foundation):

Now with action panels available this could be spiced up and be generally better and more attention grabing

Here's my humble proposal (apologies for @chad and anybody who will need eye bleach after seeing that. Apologies to Wikimedia Foundation for bastardizing current look with my lazy attempts at gimp):

This would be useful for bot logged in as well as logged out pages. it could also be great for creating quick actions panels for oneself in personal dashboards.

Going to pass on this functionality as I think with the new configurable sidebar we're in a much better position. I'd rather keep adding features to it.
