Repro:

• Go to D13825: try to demonstrate bug with scrolling through hidden comments
• Hide the comment indicated as such
• Scroll to top of page such that comment 'a' is visible
• Click the down arrow button in the comment box

I would expect it to scroll to comment 'b', but it looks like it gets stuck on the hidden comment
