config/status toggles between showing/hiding "Phabricator Daemons Are Not Running" warning on refresh

Description

On my installation (https://edk2.bluestop.org) Phabricator often warns that the daemons are not running when they are. If I repeatedly hit Refresh on the /config/issue/ page it will toggle between displaying and not displaying the warning. The installation is running on FreeBSD 10.1, phabricator hash 504579850f0e9b3f9123908706719cbf8ff4c5d4 and "phd status" reports:

This appears to have been fixed: I've updated to a newer revision and the problem no longer occurs.
