use case: Split out award able and editable policies for badges

Description

There are certain badges such as "this person made an awesome review" or "this person was really helpful" or "this person is really good at triaging tickets" or whatnot that any committer should be able to give out. that said, we'd prefer that not anyone be able to *edit* the badge to say "this is the best person ever"

Not likely a use case we'll pursue. "Badges" as a prototype is about 90% done, I'm just fixing some loose ends and that'll be it likely for several years.

T6526 will stay open for general feedback though.
