When dragging panels under 'Manage Dashboard' the state does not persists and the changes in panel position are not made. If this is happening at your end too, then this needs to be resolved quickly. Else, you may close this task marking it Wontfix.

When I 'Manage Dashboard' to re-arrange panels and drag the top panel to the bottom of the page, it gets set for that moment. But as soon as the Dashboard changes are installed or the daemons are restarted './bin/phd restart' the dashboard reverts to it's previous state.
Finally, I had to solve this by removing the specific panel and re-adding it at the end of the page. It is painstaking when there are more panels, like in my case.

I have tried to do the same on https://secure.phabricator.com/ by creating a dashboard for testing the issue, but here there seems to be no problem.
My Phabricator application is updated along with libphutil, arcanist and Phabricator/bin/storage. Trying to figure out if this issue is just limited to my local install or it is happening for all.
