Use case :

• you create a dashboard
• you forget to set just one panel to "visible to all users (public)"

-> the whole homepage of phabricator is now turned into a login screen, and you notice it 2 weeks after, since you are always logged in

Instead :

• if one panel is for logged in users, don't show it to anonymous, but show the rest of the dashboard.

Makes sense ?
