I have a MacBook Pro Retina 15'' and I see this problem at least once per day because for some reason my browser window has been resized to be less than the entire screen height. I imagine it would be a lot more common if using a MacBook Air.

The consequences are:

• You can't reach the action links at the bottom
• Scrolling is not working within the panel
