Add a state-of-the art defense against HP Fax Support

Summary: Ref T11989. When users offer advice on how to get fax support, quarantine the tasks and log them out.

Test Plan:

• As an admin, created a bad task with no harmful effects.
• As a normal user, created a bad task and was quarantined.
• As a normal user, created a good task.
