T12919: Healthcheck endpoint for alternate file domain

Summary

Fixes T12919. Currently it isn't possible to access /status/ through the alternate file domain. This makes it difficult to add any sort of blackbox monitoring to this domain given that there is no static endpoint that can be used as a probe. This diff exposes PhabricatorStatusController on the alternate file domain.
