Fix one minor confusion in existing documentation.

Also remove Diffusion URIs document warning since it's substantially accurate now (except maybe for T9554).

33	Ah, thanks.
140	The first time you create a repository it's inactive, so you can set policies and URIs before activating it, so I said "Activate" repository here since a new user is more likely to see that first. However, all the text is about deactivating. I'll just swap this for now and maybe clean it up with the additional guidance on first-time activation.

Relabel "deactivate".
